Basic Experiences of Socialism with Chinese Characteristics

The basic experience created and summarized by the CPC while leading the people in the great practice of building socialism with Chinese characteristics. Its core is to unswervingly hold high the great banner of socialism with Chinese characteristics, open up the path of socialism with Chinese characteristics, form the theoretical system of socialism with Chinese characteristics, and establish and improve the system of socialism with Chinese characteristics.

The report of the 16th CPC National Congress summed up the basic experience of socialism with Chinese characteristics into “ten adherences”. In the construction of socialism with Chinese characteristics, we must adhere to Deng Xiaoping Theory as a guide and continuously promote theoretical innovation; adhere to economic construction as the center and solve problems in progress by means of development; adhere to Reform and Opening-up and constantly improve the socialist market economic system; adhere to the four cardinal principles and develop socialist democratic politics; adhere to both material and spiritual civilization, and combine the rule of law with the rule of virtue; adhere to the principle of overriding stability and correctly handle the relationship between reform, development and stability; adhere to the Party’s absolute leadership over the army and take the road of elite soldiers with Chinese characteristics; adhere to uniting all forces that can be United and continuously enhance the cohesiveness of the Chinese nation; adhere to an independent foreign policy of peace, safeguard world peace and promote common development; persist in strengthening and improving the Party’s leadership and comprehensively promote the new great project of Party building.

The report of the 17th CPC National Congress reduced the experience of Reform and Opening-up into “ten combinations”. In the construction of socialism with Chinese characteristics, we should combine adhering to the basic principles of Marxism with promoting the sinicization of Marxism; combine adherence to the four cardinal principles with adherence to Reform and Opening-up; combine respecting the people’s initiative spirit with strengthening and improving the Party’s leadership; combine adhering to the basic socialist system with developing the market economy; combine the promotion of economic foundation reform with the promotion of superstructure reform; combine the development of social productive forces with the improvement of the civilized quality of the whole nation; combine improving efficiency with promoting social equity; combine adherence to independence with participation in economic globalization; combine promoting reform and development with maintaining social stability; combine the great cause of promoting socialism with Chinese characteristics with the new great project of promoting Party building, and accelerate the realization of modernization, consolidation and development of socialism

The report of the 18th CPC National Congress outlined the basic requirements for securing the new victory of socialism with Chinese characteristics as “eight musts”. In the construction of socialism with Chinese characteristics, we must adhere to the position of the people as masters of their own destiny; we must persist in liberating and developing social productive forces; we must persist in promoting Reform and Opening-up; we must persist in maintaining social fairness and justice; we must adhere to the road of common prosperity, which is the fundamental principle of socialism with Chinese characteristics; we must persist in promoting social harmony; we must adhere to peaceful development; we must uphold the leadership of the Party.

Building socialism with Chinese characteristics will be a long-term process. In this process, new situations and problems will constantly emerge. Our Party will constantly explore and overcome various difficulties, further develop and improve the path and theoretical system of socialism with Chinese characteristics, and further summarize and enrich the corresponding experience.
