Li Fuchun (1900-1975)

Chinese proletarian revolutionary; outstanding leader of the Party and the State; one of the founders and organizers of China's socialist economic construction. He was born in Changsha, Hunan Province.

In 1919, he went to France for a work-study program, deeply studied the social problems in France, studied Marxist works, and gradually changed his belief from the work-study thought to Marxist thought.

In June 1922, he participated in the initiation of the establishment of the European Branch of the Communist Youth League in Paris, and soon joined the Communist Party of China. In June 1923, he joined the KMT in his own name. In November of the same year, he was appointed director of the Publicity section of the Executive Department of the KMT's European Branch. In 1925, he participated in the Northern Expedition and served as deputy party representative and commissar of the Political Department of the Second Army of the National Revolutionary Army, member of the Jiangxi Provincial Committee of the CPC and acting secretary of the CPC Provincial Committee.

After 1927, he served successively as Minister of Publicity of the Jiangsu Provincial Party Committee, acting secretary of the Provincial Party Committee, Secretary of the Shanghai Fanan District Party Committee, Minister of Publicity of the Guangdong Provincial Party Committee, and Acting Secretary of the Provincial Party Committee. After the failure of the Great Revolution, he persisted in underground struggles in Shanghai, Hong Kong and other places. In 1931, he entered the Central Soviet Area and served as secretary of the CPC Jiangxi Provincial Committee. In late September 1934, he served as deputy director of the General Political Department of the Red Army and presided over the work of the General Political Department. At the Zunyi Conference, he severely criticized the “Left” errors in the military command and played an active role in establishing Mao Zedong's leadership position in the Party Central Committee. After arriving in northern Shaanxi, he was appointed secretary of the CPC Committee of Shaanxi, Gansu and Ningxia Provinces. During the Anti-Japanese War, he successively served as member of the CPC Central Committee and deputy minister of the Organizational Department.

In early 1939, he served as the first deputy director of the Finance and Economy Department of the CPC Central Committee, and assumed the responsibility of directly leading the financial and economic work of the Shaanxi-Gansu-Ningxia Border Region and organized the production campaign. In May 1947, he served as a member of the Standing Committee and secretary of the Financial and Economic Committee of the Northeast Bureau of the CPC Central Committee, and later as the deputy director of the Financial and Economic Committee of the Northeast Administrative Committee and the deputy secretary of the Northeast Bureau. During this period, he successively presided over and assisted Chen Yun in the financial and economic work of the Northeast Liberated Areas, and made outstanding contributions to the unification of the Northeast's finance and economy, urban takeover, restoration and construction of the Northeast Industrial Base. In June 1950, he was transferred from Northeast to the Central Government and served as member of the State Council of the Central People's Government, deputy director of the Financial and Economic Committee and Minister of Heavy Industry. In September 1954, he became vice premier of the State Council and Director of the State Planning Commission. In 1956, he became member of the Political Bureau and secretary of the Secretariat of the CPC Central Committee after the Eighth National Congress of the Communist Party of China and became an important leader in China's economic construction. After the beginning of the “Cultural Revolution”, he was severely persecuted. On January 9, 1975, he died due to illness at the age of 75. His main works are included in Selected Works of Li Fuchun.
