Strategy of Not Hitting Out in All Directions
On June 6, 1950, Mao Zedong put forward the important strategic principles in his speech "Don't Hit Out in All Directions” at the Third Plenary Session of the Seventh Central Committee of CPC. Since the Second Plenary Session of the Party's Seventh Central Committee, nation-wide victory was won in the New-Democratic Revolution led by CPC, and the People's Republic of China was founded. After the founding of New China, it was necessary to continue to accomplish the tasks left over from the democratic revolution and to carry out the social and economic restructuring, difficulties and contradictions faced by the government were great.
In this context, Mao Zedong put forward the idea of not hitting out in all directions and not making too many enemies.
Mao Zedong pointed out that the whole Party should fight earnestly and painstakingly to achieve success in the united front work of the Party, rally the petty bourgeoisie and the national bourgeoisie under the leadership of the working class, on the basis of the worker-peasant alliance, unite with the masses of the ethnic groups and fight effectively against imperialism and feudal forces.
"It is undesirable to hit out in all directions and cause nation-wide tension. We must definitely avoid making too many enemies; we must make concessions and relax the tension and concentrate our attack in one direction.” “We must do our work well so that all the workers, peasants and small handicraftsmen will support us, and the overwhelming majority of the national bourgeoisie and intellectuals will not oppose us.” “In this way, the remnants of the KMT forces, the secret agents and the bandits will be isolated, as will the landlord class and the reactionaries in Taiwan and Xizang, and the imperialists will find themselves isolated before the people of our country.” Mao Zedong’s thought of "not hitting out in all directions" which incisively explained the party's strategic and tactical guidelines to be upheld in order to achieve fundamental improvement in the country’s financial and economic situation and had produced remarkable results.
